Junior Project Management (ASPR)

CONSTANT is seeking a skilled Junior Project Manager to provide expert project management guidance and capability for project management in support of the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. This role will assist with the allocation of resources as needed; track deliverables and action items, maintain a dashboard to track the status of major projects. Provides administrative and logistical support for project performance.


This is What You’ll Do

Junior Project Managers assist the government in supporting the daily operations of the Division, with an emphasis on a) meeting project/report deliverable deadlines; b) managing to complete assigned projects; and c) tracking deliverables, action items, and other requests and managing them to close-out.

This is What We’re Looking For

  • Identify and provide critical target dates to stakeholders.
  • Collect data from multiple sources.
  • Identify and resolve discrepancies between sources and other documents/reports.
  •  Prepare draft and final report(s), including formatting and document Quality/Assurance (QA)/Quality Control (QC) for submission.
  •  Organize files, presentations, and other written communications/documents so they are readily accessible to respond to subsequent/future reporting requests.
  • Work daily with Division Director and Deputy Director to identify and respond to requests for new information/reports with rapid turn-around times.
  • Develop and manage tracking sheets for tasks and other activities assigned to the Division Director and Deputy Director, and coordinate completion of the activities.
  • Manage assigned meetings, including drafting agendas, handling logistics (invites, audio/video, etc.), taking meeting notes, and following up on action items to resolution.
  • Review manuscripts, press articles, and other information sources and identify relevant information (generating a technical document/summary from the sources is not required).
  • Prepare advanced PowerPoint slides for presentations, including generation of figures and tables from data, importing tables, etc.


  • Bachelor’s degree in a related field (Management or Business)
  • Project Management Experience
  • Advanced Microsoft PowerPoint and Excel
  • U.S. Citizen
  • Must be eligible for a Secret Level Security Clearance
  • Periodic domestic travel will be performed

Preferred Qualification

  • PMP Certification or equivalent
  • Knowledge of Influenzas and/or product development of therapeutics, vaccines
