JUNIOR MANAGEMENT ANALYST (SECRET)

CONSTANT is seeking a skilled Junior Management Analyst to provide expert evaluation and assistance in operations that support the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services.

This Is What You’ll Do

The Junior Management Analyst will help develop strategies and response plans used to set priorities utilized in support of national emergency response and implementation of Presidential Directives.

This is What We’re Looking For

  • Analysis and formulation of policy related to national emergency response strategies, implementation plans, and Presidential directives
  • Support implementation of the HHS Biosafety and Biosecurity Coordinating Council’s actions, including identification and sharing of best practices related to biosafety and biosecurity
  • Implementation of U.S. government-wide recommendations of the Federal Experts Security Advisory Panel and Fast Track Action Committee on Select Agent Regulations
  • Development of a system for transparent notification of laboratory incidents
  • Support for implementation of objectives in the National Biodefense Strategy
  • Support strategic assessments of the impact on public health and healthcare systems threatened by emerging technologies and chemical, biological, radiological, and nuclear (CBRN) agents.
  • Support efforts to coordinate detection efforts with stakeholders
  • Assist with interdepartmental clearance of high-level policy and technical documents
  • Study a range of mission-critical issues to prepare congressional testimony and briefing materials and other writing projects (e.g., journal commentary, scientific publications).
  • Provide talking points and slides for presentations and speeches.
  • Provide studies and analyses on emergency preparedness and response issues, including pandemic flu preparedness and response activities.
  • Assist with managing interagency tracking of policies and activities implemented by ASPR.

Qualifications

  • Bachelor’s degree in Public Health, Emergency Management, or other related fields
  • 2-4 years experience
  • Advanced experience with Microsoft Office, SharePoint, Adobe Acrobat Professional version, DTS.
  • Ability to communicate clearly with a wide variety of stakeholders
  • Detail-oriented with excellent time management
  • Excellent professional communication skills, both oral and written
  • Demonstrated proactive approaches to problem-solving with strong decision-making capability
  • Highly resourceful team player, with the ability to also be extremely effective independently
  • Demonstrated ability to achieve high-performance goals and meet deadlines in a fast-paced environment
  • U.S. Citizen
  • Must be eligible for a Secret Security Clearance
